As soon as practicable after the end of the five year period, the Welsh Ministers must prepare and publish a report on the effect of this Act, and on the operation of any arrangements made for the purposes of section 1.

The five year period, for the purposes of this section, is the period of five years beginning with the day on which section 1 comes into force.
