(2) In the heading, for “Implementing acts” substitute “Regulations”.
(3) In paragraph 1—
(a)in the first subparagraph—
(i)for the “the uniform implementation of, and compliance with,” substitute “compliance with”;
(ii)for “Commission” substitute “Secretary of State”;
(iii)for “adopt implementing acts” substitute “make regulations”;
(b)omit the second subparagraph;
(c)in the third subparagraph, for the words from the start to “Commission” substitute “When making those regulations, the Secretary of State”;
