14 .F4   F5 The Department may—

(a) approve, with or without modifications, any proposals submitted to it in pursuance of Article 13(4)( a);

(b) give to the[F3 Executive] at any time such directions as the Department thinks fit with respect to the functions of the[F3 Executive].
