12.—(1) Any person who aids, abets, counsels, procures, or suborns another person to commit an offence against this Order shall be liable to be proceeded against, indicted, tried and punished as if he were a principal offender.
(2) Any person who incitesF1. . . another person to commit an offence against this Order shall be guilty of an offence and liable on conviction on indictment to imprisonment for a term not exceeding two years, or to a fine, or to both.
