14.  Section 18(2) of the Interpretation Act (Northern Ireland) 1954 M1 shall apply to any appointment made by virtue of paragraph 11 or 12 of this Part of this Schedule as if each of these paragraphs was an enactment referred to in that section but a person shall not be removed from any office mentioned in paragraph 11 of this Part of this Schedule without the written concurrence of the Department.
