The Scottish Ministers make the following Rules in exercise of the powers conferred by sections 4, 5(1), 6(3), (4) and (5), 8(1), (5) and (8) and 28(6) of the Transport and Works (Scotland) Act 20071 and all other powers enabling them to do so.
In accordance with section 28(4) and (5) of that Act, a draft of this instrument has been laid before and approved by resolution of the Scottish Parliament.
