The Scottish Ministers make the following Order in exercise of the powers conferred by sections 191 and 192 of the Housing (Scotland) Act 19871 and all other powers enabling them to do so.
This Order is made having taken into consideration the matters specified in section 191(3) of that Act.
In accordance with section 191(3) of that Act the Scottish Ministers have consulted such associations of local authorities as appear to them to be concerned.
In accordance with section 191(9) of that Act a draft of this Order, together with a report of the considerations leading to the provisions of the Order, has been laid before and approved by resolution of the Scottish Parliament.
