The Scottish Ministers make the following Order in exercise of the powers conferred by section 8(3) of, and paragraph 3(2)(c)(ii) of Schedule 2 to, the Local Government and Rating Act 19971 and all other powers enabling them to do so. In accordance with section 8(2) of that Act a draft has been laid before and approved by resolution of the Scottish Parliament.
