The Scottish Ministers make the following Regulations in exercise of the powers conferred by paragraphs 1(1) and (3) and 11M(1) of schedule 2, paragraph 7 of schedule 4 and paragraph 21 of schedule 7 of the European Union (Withdrawal) Act 20181 and of all other powers enabling them to do so.
In accordance with paragraph 4 of schedule 2 of that Act2, to the extent that these Regulations are to come into force before IP completion day, they have consulted with the Secretary of State.
In accordance with paragraph 1(6) of schedule 2 of that Act, a draft of this instrument has been laid before and approved by resolution of the Scottish Parliament.
