3.—(1) Subject to paragraph (2), the Regulations set out in Schedule 2 are hereby revoked.
(2) Without prejudice to sections 16 or 17 of the Interpretation Act 1978(1) these Regulations apply only in relation to applications for registration or for the variation or cancellation of a registration received by the traffic commissioner on or after the date on which these Regulations come into force.
