The Secretary of State makes these Regulations in exercise of the powers conferred by section 36A and 213(2)(f) of the Water Industry Act 19911.
The Secretary of State has consulted in accordance with section 36G(2) of that Act2.
A draft of these Regulations has been laid before and approved by a resolution of each House of Parliament pursuant to section 36G(1)(a) of that Act.
