In section 185 (consultation about regulations)—

in subsection (1), for the words from the beginning to “make” there is substituted “
Subject to subsection (2), before the Secretary of State makes

consult such persons as he may consider appropriate

in subsection (2), at the end of paragraph (c) there is added—

regulations in the case of which the Secretary of State considers consultation inexpedient because of urgency, or
