65Investigations and reports on references under section 62
1
The Commission shall prepare a report on a reference under section 62 and give it to the Secretary of State within the period permitted by virtue of this section.

The report shall, in particular, contain—
a
the decisions of the Commission on the questions which it is required to answer by virtue of section 63;
b
its reasons for its decisions; and
c
such information as the Commission considers appropriate for facilitating a proper understanding of those questions and of its reasons for its decisions.

Sections 51 and 52 (but not section 53) shall apply for the purposes of a report under this section as they apply for the purposes of a report under section 50.

The Commission shall carry out such investigations as it considers appropriate for the purpose of producing a report under this section.
