The F2CMA must give the Board such advice as the F2CMA thinks fit regarding whether the application should be granted.

In deciding what advice to give, the F2CMA must, in particular, have regard to whether making an order under paragraph 15 in accordance with the recommendation applied for would (or would be likely to) prevent, restrict or distort competition within the market for reserved legal services to any significant extent.
