(2)Before giving any guidance F6... under this section the Welsh Ministers must consult—

(b)such other persons as the Welsh Ministers consider likely to be affected by the guidance F6..., or persons representative of such persons.
(3)The Welsh Ministers must—
(a)publish (in such manner as they consider appropriate) any guidance F8... given under this section, and
(b)lay a copy of any such guidance F8... before the National Assembly for Wales.
