In the heading, for “councils” substitute “ the HEFCW ”.

In subsection (1), for “each of the councils” substitute “ the HEFCW ”.

In subsection (2)—

for “either of the councils” substitute “ the HEFCW ”, and

b

for “the council”, in each place, substitute “ the HEFCW ”.
