14 (1) The Highways Act 1980 is amended as follows.

(2) In section 87 (agreements for use of land for cattle-grids or by-passes), omit subsection (5).

(3) In Schedule 24 (consequential amendments), omit paragraph 3 and the italic heading preceding it.
