Whereas a draft of this Order has been approved by a resolution of the House of Commons pursuant to section 37(2) of the Ports Act 19911;

Now, therefore, the Secretary of State in exercise of the powers conferred on him by section 17 of the Ports Act 1991, and of all other powers enabling him in that behalf, hereby makes the following Order:—
