The Minister of Agriculture, Fisheries and Food and the Secretary of State for Wales, acting jointly, in exercise of the powers conferred on them by sections 48(4), 49(6), 65(1) and 72(7) of the Land Drainage Act 19911and of all other powers enabling them in that behalf, hereby make the following Regulations:–
