The tribunal may determine a claim or any particular issue without a hearing—
a
if the parties so agree in writing; or
b
in the circumstances described in regulations 15 or 25.

The provisions of regulation 31(2) shall apply in respect of the determination of a claim, or any particular issue, under this regulation.
