11. On the entry as to section 57(2) of the Public Passenger Vehicles Act 1981(1), in column 2 of Part 1 of the Schedule to the Operation of Public Service Vehicles (Partnership) Regulations 1986(2), for the words from “patient” to “Mental Health Act 1983”, substitute “person who lacks capacity (within the meaning of the Mental Capacity Act 2005 (c.9)) to carry on the activities covered by the licence”.
