Selection of contract award procedures15

For the purpose of seeking offers in relation to a proposed contract, a contracting authority shall, except in the circumstances specified to in paragraph (2), use—
a
the restricted procedure in accordance with regulation 17; or
b
the negotiated procedure with the prior publication of a contract notice in accordance with regulation 18.

The circumstances referred to in paragraph (1) are where the contracting authority may use—
a
the negotiated procedure without the prior publication of a contract notice in accordance with regulations 16 and 18(1), (2), (9) and (10); or
b
the competitive dialogue procedure in accordance with regulation 19.
