A contracting authority may purchase work, works, goods or services from or through a central purchasing body.

Where a contracting authority makes purchases in accordance with paragraph (1), it shall be deemed to have complied with these Regulations to the extent that—
a
the central purchasing body has complied with them; or
b
when the central purchasing body is not a contracting authority, the contract award rules applied by it are compliant with these Regulations and the contracts awarded can be subject to efficient remedies comparable to those provided for in Part 9.
