4. For the purposes of these Regulations “contracting authority”, except the first occurrence in the definition of “central purchasing body”, means—
[F1(a)“contracting authorities” within the meaning of regulation 2(1) of the Public Contracts Regulations 2015 [F2or regulation 4(1) of the Utilities Contracts Regulations 2016]; ]
(b)a “contracting authority” within the meaning of [F3regulation 2(1) of the Public Contracts (Scotland) Regulations 2015];
(c)a “utility” within the meaning of [F4regulation 5 of the Utilities Contracts Regulations 2016]; and
(d)a “utility” within the meaning of regulation 3 of [F5the Utilities Contracts (Scotland) Regulations 2012].
