Coming into force
The Secretary of State makes these Regulations in exercise of the powers conferred by section 2(2) of the European Communities Act 1972 M1 and sections 16(3), 54(10) and 60(1) of the Public Passenger Vehicles Act 1981 M2.
The Secretary of State has been designated M3 for the purposes of section 2(2) in relation to the carriage of passengers and goods by road.
