Coming into force in accordance with regulation 1

The Lord President of the Council makes these Regulations in exercise of the powers conferred by sections 52ZQ and 113 of the Local Government Finance Act 19921.

In accordance with section 52ZQ(6) of that Act, the Lord President of the Council has consulted the Electoral Commission.

In accordance with section 52ZQ(7) of that Act, a draft of these Regulations has been laid before and approved by a resolution of each House of Parliament.
