The Secretary of State for Transport makes the following Regulations in exercise of the powers conferred by sections 22(1) and (2), 22A(2)(a), 57 and 59(2)(a) of the Vehicle Excise and Registration Act 1994(1).

1994 c.22; relevant amendments to section 22(1) were made by the Finance Act 1995 (c.4), Schedule 4, paragraph 34(2), the Finance Act 1996 (c.8), Schedule 2, paragraphs 4(2) to (5), and prospectively by the Road Safety Act 2006 (c.49), sections 47(4) to (8).
