Citation, commencement and interpretation1

This Order may be cited as the Legislative Reform (Regulator of Social Housing) (England) Order 2018.

This Order comes into force on the day after the date on which it was made.

In this Order—

  • “the HCA” means the Homes and Communities Agency,

  • “Regulation Committee” means the Regulation Committee of the HCA, established under section 92B of the Housing and Regeneration Act 20083, and

  • “the Regulator” means the Regulator of Social Housing, established by paragraph 14 of the Schedule to this Order.

Transfer of functions from the HCA to the Regulator of Social Housing2

The Schedule to this Order has effect.

In that Schedule—

Part 1 amends the Housing and Regeneration Act 2008 (regulation of social housing) so as to—

a

abolish the Regulation Committee of the HCA;

b

create the Regulator of Social Housing; and

c

transfer the functions of the Regulation Committee to the Regulator,

Part 2 makes consequential amendments to other enactments,

Part 3 contains provision transferring property, rights and liabilities of the HCA (acting through the Regulation Committee) to the Regulator, and

Part 4 contains transitional and savings provisions.
