24.  In section 147(1) (further moratorium) in subsection (4), before paragraph (a) insert—

“(za) the HCA,”.

Section 147 was amended by paragraph 40 of Schedule 16 and paragraph 51 of Schedule 19 to the Localism Act 2011, and paragraph 30 of Schedule 1 to S.I. 2010/844. It is also prospectively amended by the Housing and Planning Act 2016.
