EXPLANATORY NOTE

(This note is not part of the Regulations)

These Regulations bring into force section 17 of the Bus Services Act 2017. This section inserts sections 181A to 181D into the Equality Act 2010 (c. 15). These are the only commencement regulations to be made under the Bus Services Act 2017. The remaining provisions of the Act are already in force.

Section 181A creates a power for the Secretary of State to make Regulations requiring bus operators to provide information to passengers travelling on local services in Great Britain with the aim of enabling disabled people to travel. Section 181B provides the Secretary of State with powers to make regulations exempting from the Regulations under section 181A certain prescribed descriptions of public service vehicles, operators or local services or a prescribed public service vehicle, operator or local service. Section 181C requires the Secretary of State to issue guidance about the Regulations made under Section 181A, and to review such guidance at least every five years. Section 181D provides certain definitions for the purposes of these new provisions.

A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sectors is foreseen.
