Article 4 (civil aviation safety investigation authority) is amended as follows.

In paragraph 1, for “Each Member State” substitute “The Secretary of State”.

In paragraph 6—
a
for the words from the beginning to “Member State” substitute “The Secretary of State must ensure that the safety investigation authority has”;
b
in point (a), for “national” substitute “any other relevant”.
