Article 19 (delegated powers) is amended as follows.

In paragraph 1—
a
for the words from “the Commission” to “Article 128”, substitute “the Secretary of State may make regulations”;
b
in point (b), for “Agency” substitute “CAA”.

In paragraph 2, for the words from “the Commission” to “Article 128”, substitute “Secretary of State may make regulations”.
