The Secretary of State makes the following Regulations in exercise of the powers conferred by section 6(2) of the Nuclear Safeguards Act 2018(1).
1. These Regulations may be cited as the Nuclear Safeguards Act 2018 (Commencement No. 2) Regulations 2020.
2. The following provisions of the Nuclear Safeguards Act 2018 come into force on IP completion day—
(a)section 1(1); and
(b)paragraphs 2, 4, 6, 7, 8, 11 and 12 of the Schedule and section 1(5) in so far as it relates to those paragraphs.

These Regulations bring into force specified provisions of the Nuclear Safeguards Act 2018 c.15 (“the Act”). These Regulations are the second set of commencement regulations made under the Act and bring into force the remaining provisions of the Act.
Sections 3, 5, 6 and 7 of the Act came into force on the day on which the Act was passed.
Regulation 2 provides that section 1(1) together with the remaining seven paragraphs of the Schedule and section 1(5) in so far as it relates to those paragraphs, comes into force on IP completion day.
Section 1(1) substitutes a new section 72 for the existing section 72 of the Energy Act 2013 c.32 (“the Energy Act”). The substitution provides a new definition of the Office for Nuclear Regulation’s nuclear safeguards purposes.
The seven paragraphs of the Schedule, which commence on IP completion day, are 2 (which amends section 74 of the Energy Act), 4 (which amends section 82 of the Energy Act), 6 (which omits section 93 of the Energy Act), 7 (which amends section 102 of the Energy Act), 8 (which amends section 104 of the Energy Act), 11 (which amends Schedule 8 to the Energy Act) and 12 (which amends Schedule 9 to the Energy Act).
