The Secretary of State makes these Regulations in exercise of the powers conferred by sections 7(1), (4) and (5), 10(1) and 31(1)(a) of the Misuse of Drugs Act 19711.
In accordance with sections 7(7) and 31(3) of that Act the Secretary of State has consulted the Advisory Council on the Misuse of Drugs.
