The National Assembly for Wales makes the following Regulations in exercise of the powers conferred on the Secretary of State by sections 53(1), (2), (4) and (4A), 140(4) and 143(1), (3) and (4A) of the Local Government Finance Act 19881 and now vested in the National Assembly for Wales so far as exercisable in relation to Wales2.
