The Welsh Ministers are designated M1 for the purposes of section 2(2) of the European Communities Act 1972 in relation to the prevention, reduction and management of waste.

The Welsh Ministers make these Regulations in exercise of the powers conferred by section 2(2) of the European Communities Act 1972. M2
