The Welsh Ministers make these Regulations in exercise of the powers conferred on the National Assembly for Wales by sections 11(1), (2)(b), (d), (f) and (3), 12(1), (2) and (4), 24(1)(c) and 26(3) of the Waste and Emissions Trading Act 20031 and now exercisable by them2.
