6.—(1) Article 8 is amended as follows.E+W
(2) In paragraph (3), for “apply unless” substitute “ do not apply if ”.
(3) After paragraph (4) insert—
“(5) For the purposes of this article, costs include costs—
(a)to any person; and
(b)to the environment.”
