In section 49(1), in the appropriate place insert—
“the appropriate forestry authority” has the meaning given by section 1(1A);
“the appropriate legislative authority” means—
a
the Commissioners, in relation to England and Scotland;
b
the Welsh Ministers, in relation to Wales;
