In this regulation “appropriate agency” means—
a
where the proposed determination relates to the whole or part of an area of a water undertaker whose area is wholly in England, the Environment Agency;
b
where the proposed determination relates to the whole or part of an area of a water undertaker whose area is partly in England and partly in Wales, the Environment Agency and the Natural Resources Body for Wales.
