175.—(1) Regulation 3 is amended as follows.
(2) In paragraph (1), after “the Assembly” insert “, the NRBW”.
(3) In paragraph (2), for “and the Assembly” substitute “, the Welsh Ministers, the Agency and the NRBW”.
