Regulation 2 is amended as follows.

In the definitions of “actual expenditure”, “flood and coastal erosion risk management functions”, “levy” and “qualifying expenses”, for “Agency” and “Agency's”, in each place where they occur, substitute “ appropriate agency ” and “ appropriate agency's ” respectively.

In the appropriate place insert—

“the appropriate agency” means the Agency in relation to England and the Natural Resources Body for Wales in relation to Wales;
