73.—(1) Regulation 4 is amended as follows.
(2) For “Environment Agency”, in each place where it occurs, substitute “appropriate agency”.
(3) In paragraph (5)—
(a)for “Environment Agency's” substitute “appropriate agency's”;
(b)for “Agency” substitute “appropriate agency”.
