The Welsh Ministers make these Regulations in exercise of the power conferred on them by paragraph 5(13A) of Schedule 7 to the Local Government Finance Act 19881.
In accordance with paragraph 5(13C) of Schedule 7 to that Act, a draft of this instrument has been laid before, and approved by resolution of, Senedd Cymru2.
