Changes and effects yet to be applied to Annex I Division 1 Division 1.2:

1.2. General requirements for the requested deliverables U.K.

1.2.1. Compliance U.K.

The requested European standards and European standardisation deliverables shall be developed to be compliant with:

  • the principles mentioned in Annex II to Directive 2010/40/EU,

  • the principles of the personal data protection regulation (Directive 95/46/EC of the European Parliament and of the Council(1) and proposal for a Regulation of the European Parliament and Council on the protection of individuals with regard to the processing of personal data and on the free movement of such data(2)),

  • the principles of e-accessibility and web accessibility (Communication ‘Towards an accessible information society’(3)).

1.2.2. Harmonisation U.K.

The Expert Group on urban ITS stressed that standardisation efforts should cover existing gaps, upgrade and complement existing standards.

Therefore the requested European standards and European standardisation deliverables should reuse, harmonise or interface as far as possible with the following existing standards, specifications and projects: the CIVITAS projects(4), CAPITAL CIVITAS ITS Advisory Group(5), Promoting Open Specifications and Standards in Europe (POSSE) project(6), OPTICITIES project(7), FREILOT project, Smart Cities and Communities Coordination Group, standardisation request M/453 on Cooperative Systems(8), the C-ITS platform, DATEX II Strategic and Technical Groups(9), the Urban Traffic Management Control programme (UTMC)(10), the Open Traffic Systems City Association (OCA)(11) and the Open Communication Interface for Road Traffic Control Systems (OCIT)(12), FRAME project(13), Co-Cities project(14), European Digital Traffic Infrastructure Network for Intelligent Transport Systems (EDITS) project(15), European Bus System of the Future (EBSF) project(16), Data Catalog Vocabulary (DCAT)(17), spatial ‘standardised’ data and geo standardisation, and existing national standards(18).

Against this background the requested European standards and European standardisation deliverables should provide consideration to the reuse, harmonisation or interface with existing reference data models, common data dictionaries and metadata structure requirements with a view to foster interoperability, consistency and continuity of services.

1.2.3. Implementability U.K.

The Expert Group on urban ITS suggested looking for ways of supporting more flexible and less constrictive standardisation deliverable in addition to standards in order to better address ITS fast-moving technological environment.

Therefore the requested European standards and European standardisation deliverables should fit the needs of the various users, the diversity of cities, and be easily implementable.

This should include the following aspects as far as possible:

(1)

legacy systems and existing protocols, cost-effective migration paths, business models and guidelines for procurers;

(2)

special needs of consumers, businesses and operators, including small and medium-sized enterprises;

(3)

executable and freely available guidance, code lists, datasets, tools and processes to facilitate operational implementation and conformance tests;

(4)

data availability, access, quality, reliability and accuracy.

(1)

Directive 95/46/EC of the European Parliament and of the Council of 24 October 1995 on the protection of individuals with regard to the processing of personal data and on the free movement of such data (OJ L 281, 23.11.1995, p. 31).
