73.Mae is-adran (1) o'r adran 33A newydd yn rhoi i Weinidogion Cymru'r pŵer i osod safonau perfformiad ar gyfer LCCau. Fe ddichon y safonau hyn fod yn gymwys i swyddogaethau'r LCCau sy'n ymwneud â darparu tai neu â llywodraethu neu reolaeth ariannol dros yr LCCau.
74.Mae is-adran (2) yn darparu bod rhaid i Weinidogion Cymru, wrth osod safonau, roi sylw i fuddioldeb gadael i LCCau fod yn rhydd i ddewis sut i ddarparu gwasanaethau a gweithredu'u busnes.
