Adran 39 - Canllawiau ynghylch cwynion ynghylch perfformiad

82.Mae'r adran hon yn mewnosod adran 35A newydd yn Neddf 1996 sy'n caniatáu i Weinidogion Cymru gyhoeddi canllawiau ynglŷn â sut mae cwyno wrthynt hwy ynghylch perfformiad LCCau. Fe ddichon y canllawiau bennu materion amrywiol, megis y weithdrefn gwyno, y meini prawf sydd i'w defnyddio gan Weinidogion Cymru wrth benderfynu p'un ai i ymchwilio i mewn i gwyn ai peidio, ac o fewn pa gyfnod y maent yn anelu at hysbysu achwynyddion o'r canlyniad.

83.Mae is-adran (3) o'r adran 35A newydd yn darparu y caiff Gweinidogion Cymru adolygu cyfarwyddyd o'r fath neu ei dynnu'n ôl.
