23.—(1) The Appendix of Forms applies as if—N.I.
(a)in Form 3 (ballot paper) M1, on the front of the ballot paper, at the top of that form there were inserted the heading “Local Council Election”;
(b)in Form 4 (directions as to printing the ballot paper) M2, in paragraph 2(a), after “apart from” there were inserted “ the heading “Local Council Election” at the top of the ballot paper and ”; and
(c)after Form 5 (declaration of identity) M3 there were inserted—
5ZA (for use when a local poll is to be combined with a European Parliamentary poll)
