The Secretary of State makes the following Regulations in exercise of the powers conferred by section 71(4) and (6) of the Wales Act 2017(1).
1. These Regulations may be cited as the Wales Act 2017 (Commencement No. 1) Regulations 2017.
2.—(1) The provisions of the Wales Act 2017 listed in paragraph (2) come into force on the later of—
(a)the day which is four months after the day on which these Regulations are made, or
(b)the first day on which regulations made under paragraph 7(1) of Schedule 5 to the Wales Act 2017 come into force.
(2) The provisions to which paragraph (1) applies are—
(a)Part 3 (Welsh tribunals);
(b)section 69(1) (consequential provision) in so far as it relates to the provisions in sub-paragraph (d);
(c)Schedule 5 (President of Welsh Tribunals);
(d)paragraphs 53, 58, 62, 68, 92 and 94 of Schedule 6 (minor and consequential amendments).

These Regulations are the first commencement Regulations made under the Wales Act 2017 (c. 4) (“the Act”).
Regulation 2 brings into force provisions of the Act relating to Welsh tribunals including those establishing and making further provision about the office of the President of Welsh Tribunals, and those relating to cross-deployment of members of the Welsh tribunals to other Welsh tribunals and cross-deployment of tribunal members and judges between the Welsh tribunals and the First-tier and Upper Tribunal.
These provisions come into force four months after the day on which these Regulations are made or, if later, the first day on which regulations about selection and appointment of the President come into force.
