Er mwyn sicrhau bod hereditamentau penodol i gyd yn cael eu hardrethu'n ganolog gyda'i gilydd, caiff yr Ysgrifennydd Gwladol wneud rheoliadau o dan adran 53(1) o Ddeddf Llywodraeth Leol 1988. Yn y rheoliadau hynny, caiff ddynodi person a rhagnodi un neu ragor o ddisgrifiadau o hereditament annomestig mewn perthynas â'r person hwnnw. I'r graddau y mae'n ymwneud â Chymru, mae'r pŵer hwn wedi cael ei drosglwyddo i Gynulliad Cenedlaethol Cymru yn rhinwedd Gorchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999.
Y prif Reoliadau a wnaed gan Gynulliad Cenedlaethol Cymru drwy ddibynnu ar y pŵer hwn yw Rheoliadau Rhestr Ardrethu Canolog (Cymru) 1999. Mae'r rhain yn effeithiol o ran unrhyw restr ardrethu canolog i Gymru a luniwyd ar 1 Ebrill 2000 neu ar ôl hynny.
Mae'r Rheoliadau hyn yn diwygio'r prif Reoliadau drwy roi Aquila Networks plc fel person dynodedig mewn perthynas â hereditamentau a ddefnyddir yn gyfan gwbl neu'n bennaf at swyddogaethau darparwr trydan cyhoeddus, neu at ddibenion atodol, yn lle Midlands Electricity plc o 1 Tachwedd 2001.
